I assume you are talking about online Youth Protection Training at the National BSA training site, olc.scouting.org

My experience with the National BSA site is that anything that is done online (training, advancement, recharter) only works reliably if you are using the Microsoft Internet Explorer browser. I normally use FireFox. I just went to the YPT registration page and indeed the form is somewhat messed up with the BSA logo as you noted. I went to the same site with Internet Explorer and life is good. Hope that helps.
