Eagle Advancement Process
Each year Armadillo District has about 60 scouts who go through the Eagle process. To fulfill the District’s responsibilities in this process there will be an Eagle Advancement Subcommittee comprised of six to ten scouters who will to work with scouts in the Eagle process. The District has a Life to Eagle flowchart that describes the process from the perspective of the scout. A copy of the 2010 flowchart is attached.

1. A scout will contact the Advancement Committee chairman to request an Eagle project review. The chairman will obtain basic information from the scout and assign a scouter on the subcommittee to work with the scout. No scouter will be assigned to a scout from a troop of which he is or has been a member.
2. The scouter will contact the scout by email or telephone and arrange to review the proposed project and to meet with the scout. The scouter should receive a copy of the project workbook by email and review it in advance of meeting with the scout.
3. The scouter will meet with the scout one or more times to discuss the project and to indicate any changes necessary to meet Eagle standards. Youth Protection procedures should be followed for all meetings. If necessary the scouter will discuss substance and documentation of the project with the troop advancement chair to align expectations.
4. To increase the consistency of District project approvals, the scouter assigned to a scout will email the project description to chairman for a secondary review. The chairman will communicate any concerns to the scouter, but will not communicate directly with the scout. When the scouter is satisfied with the project he or she signs for project approval.
5. All scouts will be instructed to provide his references with envelopes addressed to the chairman of the advancement committee. The chairman will retain the originals of the letters and will email scanned copies to the scouter assigned to the scout as they come in.
6. The scouter will review the reference letters for content and completeness. The scouter will receive two copies of the Eagle Application, Eagle Project Workbook and description of life goals and activities outside scouting (Requirement 6) from the scout. The scouter will review the documents for completeness and to see that all required signatures are present. The Council office will verify the Eagle application and advise the chairman when an application has been verified. The chairman will forward this information to the scouter. The scouter will advise the scout and the troop advancement chairman when the Eagle application is complete and verified so that a Board of Review can be scheduled.
7. Capitol Area Council conducts initial Eagle Boards of Review at the unit (troop) level. The scouter will participate as the district representative in the scout’s unit board of review and will sign on the Eagle application as appropriate. If there is reason to believe there are members of the review board who do not think the scout should be approved, or if the scout is not in the proper uniform, it is proper for the District representative to suggest that the Board of Review not be formally convened and to suggest that it be rescheduled after any issues have been resolved. If the board of review recommends approval of the application the scouter will review the remaining steps for handling the application with the scout. If the board does not unanimously recommend approval, the scouter will advise the scout of the appeal process and will advise me as the district advancement committee chairperson of the situation.
8. If invited, the scouter will attend the Eagle Court of Honor as the district’s representative or if unable to do so will let the chairman know so that he or another representative can attend.
