From
the BSA Rules and Policies, "If a unit plans a trip within 500 miles of
the home base, it is important that the unit obtain a local tour
permit. A national tour permit is required for trips in excess of 500
miles from home or outside the continental United States. Most short,
in-town den trips of a few hours do not require a tour permit; however,
it is recommended that dens obtain permission slips from parents."

A Local Tour Permit is filled in by a leader from the unit
(hereafter referred to as the "tour leader") and submitted to the
Capitol Area Council Scout Office for approval. The tour leader needs to sign
the permit in two places prior to submission:
- On the first page to indicate (s)he has a copy of the Guide to Safe Scouting.
- A second time, just above the council's section.
The permit must also be signed by a member of the unit's committee prior to submission.
The
completed Local Tour Permit may be hand delivered, mailed or faxed to
the Capitol Area Council Scout Office at 7540 Ed Bluestein Blvd,
Austin, Texas 78723-2399, Phone: 512-926-6363 or 1-800-444-1910, Fax:
512-926-6870. See map here .
The Guide to Safe Scouting is a tremendous resource that every adult Scouter should be familiar with.
